Article 1 FUNDAMENTAL PRINCIPLES
Promotion and appointment criteria determine the minimum level in the academic structure of İzmir Institute of Technology (IZTECH). Ensuring this level does not constitute a gaining right for the candidate. The merits are only a decisive criterion for the acceptance or rejection of promotion and assignment applications. In the evaluation of applications, it is obligatory to evaluate the academic qualification and performance of the candidate in detail. In the evaluation, the place of the candidate in the relevant discipline, his contribution to education, professional experience and contributions, the contributions he has brought or may bring towards the goals of the unit he applied for, his contribution to the university/unit management and other university services are taken into consideration. It is essential that promotions and appointments are open to applications from within and outside of IZTECH and encourage academic competition.
Since the language of instruction at IZTECH is English, it is required for the candidate to have English language knowledge and the ability to teach in English during the initial appointment to the faculty member staff. For this purpose, candidates are expected to give scientific seminars and trial lessons in English on the subject they are working on in the unit they apply. The provisions of the Regulation on Foreign Language Teaching in Higher Education Institutions and the Principles to be Followed in Teaching in a Foreign Language are applied in the English language score to be sought for transfer or vacant assignments to the teaching staff subject to this regulation. Izmir Institute of Technology is a university where qualified postgraduate education and research are carried out in line with the purposes of the Law No. 2547 and within universal academic criteria. However, our Institute acknowledges that scientific-academic in-breeding is an important problem that is against scientific development of universities. For this purpose, in principle, it does not approve the appointment of doctoral graduates who received their doctorate degree from IZTECH or whose advisors/assistant advisors are academicians at IZTECH, or doctoral graduates who worked as lecturers at IZTECH during the doctoral program. In line with this principle, it is preferred that faculty members working in academic units have also completed their doctoral studies with different advisors and in different institutions.
Article 2 APPLICATION
2.1 Application Petition and Addendum
The candidate applies to the Personnel Department with a petition stating that he/she meets the minimum conditions specified in the IZTECH Academic Promotion and Appointment Criteria and Principles Directive. In the application petition, stating the list of (1) scientific works of which the candidate meets the minimum criteria required for appointment or promotion to the academic staff, (2) scientific works of which he/she is the main author, and (3) scientific works of the relevant periods (post-doctoral and post-associate professorship) clearly is mandatory.
It is requested to attach the final acceptance documents related to scientific works that have been accepted for publication but not yet published on the application date (scientific works accepted for publication can be used in promotion and appointments), to submit documents proving citations and refereeing, and to submit relevant documents (projects, graduate studies and similar studies) when necessary.
2.2. Letter of Intent
In the application file, it is requested that a letter of intent containing the scientific, academic and educational studies that the candidate aims to carry out in the position should be included. In this letter of intent, the candidate is expected to detail the contributions planned for the academic development of the corresponding department, to set measurable goals and to present the indicators to be used in measuring the goals set.
In addition to the issues stipulated by the Law No. 2547 and the provisions of the “Regulation on Promotion and Appointment to Faculty Members”, the candidate, along with the documents related to his academic activities and publications, and Appendix-1 (Basic Science and Engineering) 2 (Architecture, Planning and Design Basic Field), Annex-3 (Interdisciplinary Programs – Engineering Management USA) or Annex-4 (Based on Educational Sciences) all the information required by the scoring system, by filling out the form in the annex suitable for the staff applied for, you can score your score. calculates and adds to the application.
Article 3 PRE-EVALUATION
The scientific works, studies and all other academic activities documented by the candidates in their applications are subject to preliminary evaluation in accordance with a scoring system by a commission consisting of the relevant department heads and faculty deans, the details of which are specified in Annex-1, Annex-2, Annex-3 and Annex-4. The preliminary evaluation form is signed by the same commission. Applications that do not meet the quantitative criteria specified in the relevant articles will not be evaluated.
Article 4 EVALUATION COMMISSION
In order to evaluate the applications of the candidates who have successfully passed the preliminary evaluation, the academic members who have proven themselves scientifically with the studies they have done in their selected research fields from different universities are informed of the IZTECH Minimum Academic Promotion and Appointment Principles, and the evaluation report is requested to be prepared in accordance with these principles. It is also stated that the report should be based on the results of the analytical examination that will reveal the academic and scientific qualifications of the candidates in detail, and should have a scope and content that reflects these results.
Article 5 MINIMUM ACADEMIC APPOINTMENT AND PROMOTION CRITERIA
5.1 Science and Engineering Faculty
5.1.1 (SE) Appointment to Assistant Professor Position
Based on the criteria in Table 1, at least 50 points is required, with 24 points from Annex-1 1(a) or 2(a) and 15 points from Annex-1 5(a), (b) and (c).

The distiribution of points are as follows: 16 points from Annex-1 1(a) or 12 points from Annex-1 7(a), (b), (c) and (d) or 20 points from Annex-1 4(a) and (b); 6 points from Annex-1 5(a), (b) and (c) and 4 points from Annex-1 9(a) and (b).

The distribution of points must be as follows: 64 points in Annex-1 1(a), 60 points in Annex-1 5(a), (b) and (c) (all publications), 2 points from Annex-1 6 (a) and (b) and 4 points from Annex-1 9(a) and (b).

Article 6 INTERNATIONAL TEACHING STAFF
In the first appointment and promotion of foreign faculty members, who are employed pursuant to Article 34 of the Law No. 2547, meeting at least 2 (two) times the minimum criteria determined for the relevant field of science is required. In the appointments (contract renewals) of assistant professor faculty members, meeting the re-appointment criteria set by the relevant field of science is required.
Article 7 EVALUATION REPORT
In order to evaluate the candidate’s application, a personal evaluation report is requested from the faculty members selected for the evaluation commission from the candidate’s field of science. In this report, it is clearly stated whether the candidate meets the criteria defined in the relevant articles and a report that is subjected to in-depth analytical examination in terms of the scientific publications and qualifications of the candidates is requested.

Based on the performed evaluation the following questions are answered:
- How important is the candidate(s) contribution to the field of science they work in?
- What is the result of jury member’s comparison of the candidate(s) with recent candidates in the last five years?
- In cases where there is more than one candidate, what should be the order of preference of the candidates?
In case the number of applications is equal to the number of announced positions, it is clearly stated in the evaluation report with justifications, whether the candidate or candidates are deemed worthy of appointment. If the number of applications exceeds the number of announced positions, the reasons for the negative evaluation must be clearly stated, and the positive evaluation must be stated in the reports in the order of preference of the preferred candidate or candidates.
PROVISIONAL CLAUSE 1
The Articles 5.1.2, 5.2.2, 5.3.2 and 5.4.2 (Re-Appointment Criteria for Assistant Professor Position) and Articles 5.1.3, 5.2.3 and 5.3.3 (Promotion and Appointment Criteria for Associate Professor Position) of the “Principles Regarding Minimum Academic Promotion and Appointment Criteria of İzmir Institute of Technology” will enter into force from the date of 01.01.2020. The Articles 5.1.4, 5.2.4 and 5.3.4 (Promotion and Appointment Criteria for Professor Position) will enter into force from the date of 03.01.2022. Until those dates, the minimum criteria defined by 1.1, 1.2 and 1.3 provisional clauses will be used.
1.1 Criteria for Re-Appointment to Assistant Professor Position

(a) For each appointment period, the candidate must have at least 1 article published in journals defined as 1a in the scoring system in Annex-1, or get at least 6 points from 7a, 7b, 7c and 7d in the scoring system in Annex-1,

1.2.1. Criteria for Promotion and Appointment to Associate Professorship – Faculties of Science and Engineering
Based on the decision of the Higher Education Council and the “Application Conditions for Promotion to Associate Professorship” of the Interuniversity Board, the following conditions are sought as a prerequisite for the candidate to be appointed to the staff of associate professor;
(a) Having at least (three) 3 articles published in journals defined as 1a in the scoring system in Annex-1, at least one of which is a “main work” written independently of the doctoral thesis,
(b) To have collected at least 35 points from the publications defined in items 1a, 2a or 2c in the scoring system in Annex-1, with at least 10 points originating from post-doctoral studies, and
(c) Gathering at least 70 points in total.
1.2.2 Criteria for Promotion and Appointment to Associate Professorship – Faculty of Architecture
(a) Having at least two (2) articles published in journals defined as 1a in the scoring system in Annex-2, as the main work written independently of the doctoral thesis,
(b) To have collected at least 35 points from the publications defined in items 1a, 2a, 2b or 2c in the scoring system in Annex-2,
(c) Gaining at least 55 points in total

1.3.1 Minimum Criteria for Promotion and Appointment to Professorship – Faculty of Science and Engineering
Based on the decision of the Council of Higher Education to seek an increased intensity in academic studies made after associate professorship in promotion and appointments, the following conditions are sought as a prerequisite for being promoted to a professor position;
(a) Having at least six (6) articles published in journals defined as 1a in the scoring system in Annex-1, at least three of which are “main works” resulting from studies after being promoted to associate professorship,
(b) To have collected at least 70 points from the publications defined in items 1a, 2a or 2c in the scoring system in Annex-1, with at least 25 points due to studies after being promoted to associate professorship,
(c) Supervised at least three graduate studies (as the main thesis advisor) and completed two of them, and
(d) Have collected at least 150 points in total
1.3.2 Minimum Criteria for Promotion and Appointment to Professorship – Faculty of Architecture
(a) Having at least four (4) articles published in journals defined as 1a in the scoring system in Annex-2, of which at least two are major works arising from studies after being promoted to associate professorship,
(b) Undertaking the directorship of at least three graduate studies (as the main thesis advisor) and having completed two of them, and
(c) ) It is required to have collected at least 120 points in total,
1.3.3 Minimum Criteria for Promotion and Appointment to Professorship – Engineering Management
(a) Having at least five (5) articles published in journals defined as 1a in the scoring system in Annex-3, of which at least 2 are “main works” resulting from studies after being promoted to associate professorship,
(b) To have undertaken at least three postgraduate thesis studies (as the main thesis advisor) and to have completed two of them, or to have received at least 4 points from the points 6a, 6b or 6c in the scoring system in Annex-3.

Lead Author: In the following cases, the candidate is identified as the principal author of the relevant publication.
- a) Single author article
- b) The author who is in the first place among the authors of the article
- c) Article written together with the graduate student(s) he/she supervises (more than one student and second advisor can be included in the same article).
For single-author studies, the author gets full marks. In cases where the main author is specified, in works with two authors, the main author gets 0.8 of the full score and the second author gets 0.5. In works with three or more authors, the main author gets half of the total score, while the other authors share the other half equally. For articles with two or more authors where the main author is not specified, the total score for each author is divided by the number of authors.
National Refereed Journal: It has an editor and an advisory board consisting of academic members from at least five different universities, publishes the scientific/artistic original research articles submitted through independent referee evaluation process, and has been published and distributed regularly in the last five years or has been published regularly in the last five years for web-based journals, from university libraries or journals that can be accessed on the internet (UAK).
International Refereed Journal: An international peer-reviewed journal is a periodical journal that has an editor or editorial board, a scientific or advisory board consisting of researchers or faculty members who represent different countries and universities of the world and who have gained respect in their field with their research, and aims to publish the results of scientific research.
Well-known National Publishing House: A publishing house that has been operating regularly at the national level for at least five years, its publications are cataloged in university libraries in Turkey, and has previously published at least 20 books by different authors in the same field.
Well-known International Publishing House: A publishing house that has been operating regularly at an international level for at least five years, the books it publishes are included in the catalogs of world-renowned universities, and it has published at least 20 books by different authors in the same field
International Scientific Meeting: Scientific meeting where at least 40% of the speakers are scientists from outside the country where the meeting is held.
National Scientific Meeting: A meeting where researchers or scientists working in different institutions at the national level share their original views or findings, and the abstracts of the presentations are accepted after scientific pre-examination.
Published Article: An article that has been published in original paper or electronic media or has a DOI number for publication, provided that it has contributed to science in its field
International Patent: Patent application for which a research report has been obtained by the international research offices (PCT -Patent Cooperation Treaty) stating that the invention contains a new and inventive step.
National Patent: A patent application for which a research report has been obtained by the Turkish Patent Institute stating that the invention is new and includes an inventive step.
